This kelp from an exposed shore in NE scotland had long, quite stiff stipes (some were broken off) able to stand up out of the water on a very low tide, rough on the surface when old, becoming covered in an epiphytic red alga, dulse. All those features make this Laminaria hyperborea I think, rather than L. digitata. The stipes should be round, not oval and the holdfasts more dome shaped rather than flat, but this wasn't so obvious and the stipes do become oval near the end there the fronds develop.
