Description:

It looks to me like this bird has damage to its right eye, but I'm not sure about that.
It hovered, dropped into the ditch, stayed ther for a couple of minutes, then emerged and went back into a hover.

Gender

Not sure this is a male.
The tail is grey but barred which is usually an older female.

It hasn't got a grey cap, either.
