Bracket fungus
Description:

Several brackets up to 30cm x 15cm on a mature Ash tree around an old wound.

Identifications

Caution: Do NOT use iSpot to identify fungi to eat!

Some fungi are very poisonous so a mistaken ID could have serious consequences.

I wonder if the tree is being seriously affected by the bracket fungus.

It does cause damage

Sometimes called "white rot". It is one that is more often found on moribund or completely dead trees than on reasonably healthy ones, in my experience.
