There are weigelias that look rather like this but it also seems there are Salix too. has the plant ever produced any flowers as they are completely different for the two alternatives.
...as a horticulturalist of 18 years that it's Salix. I have handled literally hundreds of them during my nursery/garden centre days! You can see it's been grafted as a half-standard onto another Salix rootstock - something I have never heard of being done with Weigelia. The smaller stems are also way too spindly for Weigelia.
