Under an Alder leaf. At first I thought it was a bit of fluff on the leaf but then it started moving. I wondered whether it had some sort of fungus growing on it but it was completely covered!

Addendum - an aside

In the States, there is a white, wooly Alder aphid and larvae of Green Lacewings can camouflage themselves with white material from these aphids. My first thought was that you were looking at this, but Alder Sawfly larva is clearly the right interpretation.
