This small fly, maybe 6-8mm has been on flowers all over my garden for the last few weeks. Any ideas?

I'd certainly do these red-legged ones as Siphona - are they not everywhere further north as well? A long fold-up proboscis. Double-checking Actia (dark legs & abdomen) I realise I've come across a few but dismissed them as this

I almost put in Siphona, but was not sure that I was seeing a geniculate proboscis on this one. I dare say it is. Siphona are very common here, yes.

While you were typing this I was looking through the Tachinid recording scheme gallery - Siphona looks very good for this and maybe Siphona geniculata is the most likely.
