I also thought of Plantago coronopus ...

... but does this form rosettes on the end of stalks/stolons, as appears to occurring here?

I also considered Ajuga chamaepitys, but in Britain this is restricted to SE England. It also has leafy rather than leafless stems.

There are also a couple of very rare aliens - Plantago afra and Plantago arenaria. (Compared to the BSBI database Stace understates their rarity.)
