Cirsium spc. should not have the hairs of the seed polished like here. That's why I don't think it is a Cirsium

Hairs

In Cirsium, the hairs of the pappus are like feathers. Carduus species have simple hairs. It's hard to tell in the photo on my screen, but I think these are feathery, making it Cirsium.

If I a m wrong, then I agree it is Cirsium, but not vulgare as the steem has no extension. In this case , maybe C. eriophorum
