Small red topped mushroom with green/ brown stem

The dark stem

Seems wrong for Scarlet Waxcap, but I'm not certain it's wrong. Was it really that colour, or is it a combination of shade and camera sensor effects?
It looks like it is growing among bark chippings. There have been several records of "exotic" fungi growing in the UK on this substrate, which turned out to be imported.

I would say H conica is more

I would say H conica is more likely but difficult eo be sure from this one photo.
