Sphagnum moss? (added via Android)

Description:

I came across this plant in a boggy upland in North Wales. The lower parts are pale green, but it was putting up these white flower-like capitula too. I'm pretty sure it's a type of sphagnum moss

I agree it's a sphagnum, but

I agree it's a sphagnum, but could not be certain of the species without a much closer look. Even then I'd struggle!

Sphagnum

Whist certainly a Sphagnum you cannot give an ID to species from the photograph. The best you can do is say what it isn't. It certainly isn't a member of sect Sphagnum and probably isn't sect Rigida, Squarrosa or, less certainly, sect Acutifolia. To do Sphagna properly to species, at best you need a good look at all of the morphology including stem leaves which just are not visible in general photos.
