Solitary Bee with Mites????

Observed in a car park at work in Oxford
Could not move the wings and was only walking around not flying.
The wings looked like they twitched every now and again, like the bee was trying to fly but could not.
Was observed for 2 hours struggling, then disappeared.
I did not know if this was a common mite to attach to a bee or if it should be notified to any authority.

Bombus terrestris, and the mites are just hitching a lift. They are very common on bumblebees. Its discomfort might be due to others causes.
