Is this american ash leaf curl aphid?

a hedgerow Ash tree with strange curled leaves - reminded me of effect of currant blister aphids. Close up you can see whitish woolyish aphids, and ants hidden inside the curled leaves.
using google it looks and sounds just like descriptions of PROCIPHILUS FRAXINIFOLII on american websites. That has been found in UK http://www.bioinfo.org.uk/html/b155847.htm but i can't read the full article to know if it is common now or noteworthy!
