This looks like a gall but I cannot see one in the book I have that fits.

Witches' broom?

Multiple causes, but results in a bunch of weak shoots from a central point.

Thanks for this. I'd no idea it might be a gall (I'm assuming that's what Witches' Broom is). Do you think the tree is Ash, however?
