This was found next to a butchered pigeon. I also found a buzzard feather very near by.

These are bird pellets containing what look like feathers. The most likely culprit is a sparrowhawk if the prey were a wood pigeon. Buzzard are more carrion feeders than bird hunters.
Do you have measurements for the pellets? This would help.
