Not sure what plants it was on. I was dead heading a rose at the time I noticed it on my arm. and had been working on other plants as well. So sorry not much help.

Figwort Weevil

Searching the RHS web site I have found that Phygelius is one of the plants this weevil will attack. We have this plant in the garden near the roses I was dead heading, so this may be the answer.
