Description:

Brownish black jelly mass when wet but dries to thin film when dry.
On 100 year old concrete under Beech tree. I have often seen on concrete/brickwork/tarmac particularly in Swansea

Reason

I would think the reason for no agreements is that it is rather past it's best and even though I have seen this before I cannot see the features enough to agree on a sure as can be even if your sure.I hope I have made sense with my comment,if it had said might be I would have agreed.
