Description:

A lone tuft of grass growing in gravel outside a building. The nearest I can get is Couch. Confirmation would be appreciated.

Couch ...

... is generally a tall grass. It also has the spikelets flattened tangentially to the rachis, rather than radially as in bromes or rye grasses.

From the general shape of the inflorescences and the narrow leaves, I'd suggest considering Festuca ovina agg.
