Rolled up leaves

I've just found these rolled up leaves at the bottom of a plant pot and I'd like to know what insect is likely to have formed them. There are half-a-dozen in a one litre pot and entry appears to have been through the drainage holes as the top surface of the soil was undisturbed. The pots have been sitting on a shelf in the greenhouse for some while so access would not have been easy. A couple of the cells have leaf lids carefully fitted and under the lids there is a yellow, waxy substance.
I'm really puzzled by these leaves. Any suggestions
