Description:

Stiff plant about 1m tall, white inflorescence. Flower stalks arching over.

Too tall?

If in doubt - bruise a leaf and sniff.
All the wild carrot I have seen has been 12-18 inches tall.

Perhaps Anthriscus sylvestris?

Not I think D. carota. D. carota has numerous three lobed bracts at the base of the umbel. I can't see any on these at all. The leaves look a pretty good fit for good old Cow Parsley.
