Yes, it is an Avocet in the brackish area of Titchwell - but strictly the sweeping and probing of the beak is looking for brine shrimps.

The interesting piece of behaviour was the way it appeared to be using its wings for balance. I wonder if this was because there was a relatively strong current and some wind?
