Sorry - there are just too many cultivars for me to tell.

I thought I recognised it as a Brachyglottis but was overwhelmed by the number of cultivated types that it could be, given that its planted in a border.
I think Brachyglottis sp. is all I can add to it for now. :)

Sunshine

...is the commonly planted variety in gardens, cheap and cheerful! But I agree that it could be a different cultivar, Sunshine is just the most likely.
