Excellent sighting! The second photo is a really good illustration of how voles swim - sat high in the water. A brown rat would only have its head showing above the water and would have have left a v-shaped trail. You may also have heard a 'plop' sound as the vole dropped into he water, whereas rats slide in silently.
This vole has a very blunt nose - it looks like a little wombat!
