...as I nearly added a comment saying "looks like P. nigra but can't say if var.nigra (most likely, based on background trees) or var. maritima" but I chickened out, as the buds looked wrong.
P. nigra (both var mentioned)have buds which are completely different from those shown here - they have a sharp, abrupt point, and scurfy reflexed scales.
Monterey pines have long thin cylindrical buds like those shown here, but they have needles in 3s, whereas this does look rather like a 2-needle pine.
