Notes: The wings show this is an adult, and the form of these delphacids is very characteristic. They're not easy, though; males are females are strikingly different, and each can come in long-winged or short-winged varieties. This is a short-winged female.
It looks here as though the to central keels remain separate going onto the face, which limits the options, and the colouring is spot on for Dicranotropis hamate... but I wouldn't stake my reputation on it without seeing the face as well.
