Looks like it is on wood to me. Please always provide precise substrate information.
X. calcicola is not especially a coastal species. It is usually on limestone or concrete, but it will grow on wood that has been nutient-enriched.
It was right at the bottom of the wooden steps which was consequently in the spray zone of the beach.
