Broadleaf tree seedling

This tree seedling is on the floor of a mixed woodland in County Durham on alluvial soil near the river Deerness and among Allium ursinum. I think it's Hazel or Elm. The very short leaf-stalks look like Elm, but the bracts on the upright stem on the right look like Hazel.
