This is Puccinia urticata - you can see the first cluster-cups.
Like Mydaea says - it's clear to see.

I think the picture is slightly untypical as it appears to be cleanly on a leaf vein but the cups are quite visible.
There is a possibility that BOTH organisms are present - see http://www.ispotnature.org/node/181773 but there is no direct evidence.
