7 petals is indeed unusual.

However I count 8 petals.

Monocots (and water lilies and magnolias) typically have their floral parts in whorls of threes. In the case of Narcissus there are two sets of 3 tepals.

Variation in the number of floral parts turns up at a low rate in many species of plant, and at a high rate in a few species (e.g. Ficaria verna). In this case it looks as if this daffodils has two sets of 4 tepals.
