I'd say someone has lost their pet canary. I know they're usually, well, canary coloured - but there are lots of variations.
Looks quite like a canary, quite commonly escaping and seen around towns.

Some breeds of canaries are colour-fed for exhibition to make them orange-red. Traditionally they used ground sweet red pepper, these days they use carophyll - a man-made compound similar to the carotenoids in things like peppers, marigold flowers and shrimps.
