This thick Gel like substance was in lumps, never seen anything like it, on a hillside, credit card used for scale.

Quite a few similar observations

Have appeared here recently. The consensus is that this is the "jelly" that normally encases frog embryos. It's left behind as distasteful by predators.
If you set your "Browse Observations" filter to reptiles/amphibians, you'll see previous posts more easily. If you reclassify this observation as that category, there's a better chance it will be seen by the herpetologists, who can probably confirm.
