This is an immature Blue-tailed Damselfly.
Females of other species have a dark upper side to the eight abdomenal segment (the one that can be seen to be pale brown here).
Immature males of species like Azure and Common Blue Damselfly can look pale greyish or brownish, but they have more pale areas on the upperside of the abdomen (not just the upperside of segment 8).
As far as the sex goes, I'm pretty sure that this is actually an immature male, although the angle the photograph has been taken from makes it difficult to be certain about that.
