Bamboo like weed?

I'm sorry, I really don't know how to describe this.
Its growing in a sheltered spot on the Moray coast in the North of Scotland. The stalk looks a bit like bamboo. Anyone have any ideas what it is?

Controlling F japonica

There is a lot of information on the web. Repeated (2-3 times a year) use of glyphosate may overcome it, but tiny bits of root can regenerate. if landfilled, it needs to be at least 6 foot deep.
