Dog's Mercury (Mercurialis perennis).
Dog's Mercury (Mercurialis perennis).
Description:

I think theses are Dog's Mercury plants, which are usually found in woodlands, but these were growing in partial shade by a hedgerow bordering an open chalk grassland meadow. I don't think they're Annual mercury, which can grow in full sun as that seems to have narrower, more deeply toothed leaves and denser flower spikes.
