Why isn't it a tulip?
I don't know! I am no botanist, just looked like Alliums I have grown (glaucous leaves with purple edges/ends/reverse.
I'm hoping for an updated entry when it flowers...

..I would also have said "not a tulip" but I can't say exactly why: the word "giss" is hovering but I'm trying to work out what is un-tulip-like about it.
There's something about the piled-up/stacked arrangement of the leaves that looks wrong.
There are many tulips with striped foliage, and many with purple-edged leaves, so it could yet turn out to be a tulip...
But somehow I'm agreeing that Allium looks more likely.
