These are Willows that have been 'pollarded' which is basically a coppiced willow on a trunk 2m+, possibly derived to keep young shoots away from browsing livestock.
These are probably a cultivar grown for colourful young stem bark such as S. alba 'Chermesima', S. a.'Britzensis' or S. x basfordiana.
