I can only find references to Unaspis euonymi but this seems to be on a larger scale (No pun intended?)

A couple of questions:
1. Is the plant Euonymus japonicus?
2. Silly question maybe, but are they definitely mines as opposed to, say, fungal patches? If they are definitely mines, could you post a back-lit photo so any frass etc is visible?
Yes it is Eunonymus japonicus
Did think fungus possible but leaf "looked mined"?

Stumped for now... I agree that it doesn't look right for the spindle scale, but there are no recorded Euonymus miners in the UK, and those miners that exist elsewhere don't look like this (as far as I know). Hmmm...
I have gone back to the site and the bush has been taken out!!
I'll try and see if there are any more plants nearby.
