I can see why you went to V spicata but it has a much denser flowering spike and is rather a rare plant. I often get Veronicas mixed up (still)
For me the pointers were:
- location (urban + N Irland) was unexpected for V. spicata see i.e. http://www.brc.ac.uk/plantatlas/index.php?q=plant/veronica-spicata
- the rounded leaves you've pictured at the base of the inflorescence are nor right for V. spicata
- but are rather typical of V. officinalis, which is common.
- I am sure you could get a flower character from your excellent picture!
