Were the flowers solitary, or in racemes? Germander has racemes from upper axils. Yours looks solitary but I can't see the flower stems. Did the leaves have stalks? Germander does not. V. persica has single flowers in many axils, but the lower petal is white and the flower is smaller than your looks.

Flowers seemed to be

Flowers seemed to be solitary. The leaves were tightly clustered, little if any petiole. The corolla was about 8mm and petals all the same colour. Doesn't seem to fit anything!

Flower does not look right for germander

If not germander...

...I'm going to go for persica. At least one of my books says lower petal usually white, so must sometimes not be white! Stace doesn't mention this character at all.
