I have seen frog spawn far from water. Sometimes frogs get caught short and lay spawn anywhere (expept in trees - see http://www.ispot.org.uk/node/316960)
I know of places where ponds have been filled in and landscaped and where, for five or six years, frogs have futilely laid or fertilized spawn.
