Description:

While in the RHS Wisley glasshouse to see the butterfly exhibition, I couldn't resist taking this shot of some of the dozens of these flies swarming on the fruit left out for the butterflies to feed on.
About 3mm in length.

Red eye, striped body, rotting fruit, NBN Surrey etc...

I'd agree that Drosophila melanogaster is a possibility, although Drosophila simulans is apparently very similar, and there are quite a lot of others in the genus.
