Male Scorpion Fly. Unable to tell exact species as there are three very similar ones in UK.
No interactions present.
As Vinny says, the three UK species of scorpion-fly are hard to tell apart, but I think we can just see enough of the male genital capsule (the 'scorpion-sting') to say that this is likely to be Panorpa germanica.
For confirming identifiation of these insects the ideal is a good close-up, looking straight down on to the top of the 'scorpion-sting'.
For those who are not familiar with scorpion-flies, you may be reassured to know that they do not sting!
