The "white lines on the 'crinkles'" (pseudocyphellae) make it a Parmelia. You have to look at other characters after that. In this case there are soredia developing from the pseudocyphellae and this is diagnostic for P. sulcata (and P. encryptata, a dubious new "species" with a single slight chemical difference and slightly different DNA).
