Search EOL for Otiorhynchus (Otiorhynchus) rugosostriatus, returns page not found.
The same applies for Otiorhynchus (Otiorhynchus) nodosus. NBM does show it as O. (O.) nodosus

So the way I look at it, Otiorhynchus rugosus is recognised as a valid, or at least an accepted name by EOL. That is not saying that I have the correct ID, it could well be as you suggest, will get back to you soon.

How about this Otiorhynchus rugosus
I now agree this is a valid species name Otiorhynchus (Prilisvanus) rugosus (Hummel 1827) with two subspecies but your link clearly shows a different species from the one recorded here. However, I don't hold much confidence in either of my suggestions =/
Which translates into Otiorhynchus (Prilisvanus) rugosus rugosus, the valid name, and proably why Otiorhynchus rugosus is the accepted name
Nomenclature format = G (SG) s ss, h, a bit like remembering Llanfairpwllgwyngyllgogerychwyrndrobwllllantysiliogogogoch.
