"Kissing" Herring Gulls

Herring Gulls have recently returned in reasonable numbers to the area east of Newport, S Wales, after an absence of about 2 months.

Today, I saw 2 gulls, one obviously "bulkier" than the other, walking around each other on a lorry roof, occasionally touching beaks. The action seemed to be initiated by the heavier bird. Is this activity just a form of "greeting" or is it an early stage of mating?

I've never noticed this, but it does sound like a pair-bonding ritual. The heavier bird would be the male.
