The flower is not pink at any stage as I would expect from Valerian, nor do the florets have the trumpet shape of Valerian.
I wonder if the largish (not connected?) leaf below the flowers is a distraction?

... is Valeriana officinalis, but it is indeed a distraction - you can see some genuinely (valerian is a good faux-umbellifer - I used to confuse it with archangel) apiaceous foliage at the base of the flowering stem, and when one looks at the full size image the flowers are also obviously apiaceous.
I don't find it so easy to say which umbellifer. My first thought was an Oenanthe, but the lack of bracteoles eliminates that genus.
