Spurge

Certainly a spurge, but difficult to get a sense of scale. If the leaves are untoothed, and narrow, then it is wood spurge.

Not E.amygdaloides...

...if you look at the way the flowers/bracts are held in an umbel-like spray. As Roger says, hard to get a sense of scale from the image. I'd go for either E.helioscopia which is native:

or it may be a garden escape of E.polychroma.
