Appears to have the gall of the midge Jaapiella veronicae. The two terminal leaflets form a pouch and the larvae live inside. Incredibly common.

Thanks everyone. I thought the leaves looked like Germander Speedwell but the furry flower-like "bud" confused me. So that is a gall! Never noticed it before.
You could duplicate posting into the invertebrates section putting Jaapiella veronicae - this might add a spot to the distribution map
