Why is this linked to the UKSI dictionary and not to CoL?

There was a time when mainland european observations were not differentiated from UK. Then at a certain moment in time the concept of Global and CoL was introduced but the existing observations were not moved over. There are many such entries!
I dont understand why users put up with this?
But I presume that most of them have just left. This is such an awful system. There are two solutions:
1. Union all three dictionary links so that they all show in filters and collections, so that the dictionaries do not matter.
2. Join all three dictionaries into only one dictionary, and then use the individual dictionaries purely to select options for the different communities. So that there are three (or more) dictionaries to input data, but only one to find, filter or collect the data.
I wonder if this system will ever be repaired.
Many of us are still here. However, it is a symptomatic of the fact that the UK does not consider itself part of Europe. 1) no Euro currency; 2) no driving on the right; 3) no Schengen agreement.
We clearly need one catalog for the world.
I have said all this before but have been ignored.
