Strange white fibrous substance - possible fungus?
No interactions present.
Ice-beard or ice-flowers.
Water expands between 4C and 0C. In this case it has been forced out of a crack as it expanded and then frozen on contact with the cold air.
That explanation is too simple. The ice is in very fine filaments. Fungal threads may be involved (Google for more, and Wikipedia has a good article).
