It looks like Plantago coronopus to me.

leaves for this species are very variable

I think the leaves on buckshorn are incredibly variable in depth of division, and amount of pubescense, this is within the acceptable range isn't it?

Looks like P.coronopus to me also so why not put in the id for yourself for us to agree with
